Phase 2: Training for local officials on 'Financial Management for NGOs' and 'Project Planning and Management' for efficient use of resources. Phase 3: Pilot implementation with citizen engagement tools from 'Monitoring, Evaluation, Accountability and Learning'. Phase 4: Policy recommendation and scaling via 'Writing Winning Proposals'.
