Who is it For?

Eligible applicants include local and international non-governmental organizations (NGOs), community-based organizations (CBOs), networks of people living with diseases, and civil society organizations that represent affected communities. Applicants must have: (i) at least 5 years of experience in health service delivery or advocacy; (ii) direct involvement of community members in governance and decision-making; (iii) proven capacity to implement M&E systems; (iv) financial management systems compliant with Global Fund standards; (v) ability to work in partnership with national disease programs; (vi) a clear focus on underserved populations including women, youth, and key populations. Small CBOs are encouraged to apply and may partner with larger organizations for capacity strengthening. The Global Fund promotes localization and prioritizes locally-led proposals.

Priorities

The Global Fund's strategic priorities for this grant include: (a) strengthening community systems for health; (b) improving data use for decision-making at community level; (c) enhancing accountability and transparency of health programs; (d) reducing inequities in access to services; (e) fostering sustainability and national ownership. Key performance indicators (KPIs): number of communities using CLM data for advocacy; percentage of health facilities with improved service delivery scores; reduction in treatment default rates; number of CLM reports submitted to decision-makers. The grant aligns with the Global Fund's 2023-2028 Strategy, emphasizing people-centered systems and community resilience.

Eligibility

Eligibility criteria include: (i) legal registration as a non-profit entity; (ii) minimum 3 years of financial audits; (iii) compliance with Global Fund's policies on corruption, child protection, and gender equality; (iv) demonstrated ability to manage grants of similar size; (v) experience in community monitoring or participatory evaluation; (vi) submission of a concept note followed by full proposal. Priority will be given to organizations that represent or are led by affected communities. Financial due diligence will be conducted.
