Phase 1 (Months 1-3): Mobilize GSLI's 'Water, Sanitation, Hygiene Training Workshop' and 'Project Planning and Management' to design a context-adaptive capacity building framework. Phase 2 (Months 4-12): Deploy 'Monitoring, Evaluation, Accountability and Learning' (MEAL) course to establish country-level WASH M&E systems. Phase 3 (Year 2-3): Use 'Grants Management Training Workshop' to ensure sub-grantee compliance and financial sustainability. Phase 4 (Year 4-5): Scale via 'Leadership, governance and accountability for the humanitarian sector' to embed local ownership.
