Who is it For?

International NGOs, local consortia, and health sector capacity building organizations with at least 10 years of experience in humanitarian health programming in the Horn of Africa. Sub-awards to local organizations are mandated.

Priorities

Strengthening primary health care service delivery; health workforce capacity building; supply chain management for essential medicines; community health worker programs; and integration of mental health and psychosocial support.

Eligibility

Applicants must demonstrate technical expertise in health systems strengthening, experience with USAID cooperative agreements, and a financial management system compliant with 2 CFR 200. A pre-application conference is mandatory; applicants must submit a capacity assessment.

Path to Success

Phase 1 (Organizational Readiness): Complete GSLI's 'Financial Management for NGOs' and 'Grants Management Training Workshop' to ensure compliance with USAID regulations and audit readiness. Phase 2 (Contextual Analysis): Use 'Data Analysis for Project Management' to analyze health data and design adaptive programming. Phase 3 (Technical Implementation): Deliver 'Health in Complex Humanitarian Emergencies' and 'Humanitarian Response to Conflict and Disaster' to build local health worker skills in conflict settings.
